P0741Torque Converter Clutch Circuit Performance or Stuck Off

This code means the torque converter clutch is electrically commanded but is not locking up as it should, or it is slipping (stuck off / performance problem). The computer sees a difference between commanded lock-up and actual engine-to-transmission speed. In practice the converter clutch is not holding properly.
