P2110Throttle Actuator Control System - Forced Limited RPM

The computer detected an electronic throttle fault and is limiting the engine's maximum RPM as a safety measure. This caps how much power the engine can make so the car cannot accelerate fully. It is a protective mode usually set with other throttle-related codes.
